As quality manager, Wien 3420 aspern development AG relies on clear values and binding standards. Supported by the aspern Advisory Board (aspern Beirat), it ensures that every development meets these standards. Plots are allocated exclusively through transparent and verifiable procedures.

aspern Seestadt is one of the first urban development projects to undergo an environmental impact assessment (EIA). Its land use and zoning plan combines clear rules with flexible scope for development.
Development guidelines safeguard the urban design quality of each building plot – while allowing for individual architecture.
An independent panel of experts has been accompanying the urban development process and reinforcing quality assurance since 2011.
All projects are reviewed in a transparent process and jointly optimised – to ensure lasting quality.
Quarter Workshops – quality assurance through dialogue
Urban development is driven by dialogue. At the Quarter Workshops, Wien 3420 brings all project developers in a quarter around one table – from the first planning steps through to occupation. Moderated workshops foster exchange across plot boundaries: from energy supply to open space design, from logistics to neighbourhood life. In this way, individual projects grow together into vibrant quarters. The Quarter Workshops are therefore a key instrument of quality assurance in Seestadt.
aspern monitor – Digital quality assurance for buildings
Theaspern monitor – also known as the TQB-Monitor – is the central tool for quality assurance of real estate in Seestadt. All buildings are assessed according to the ÖGNB Total Quality Building standard. Since 2024, the monitor also enables an EU taxonomy check, ensuring that construction projects meet the requirements of the aspern klimafit standard and thus fulfill the highest demands for sustainability and energy efficiency.
The aspern Advisory Board (aspern Beirat) critically and independently accompanies Seestadt. The result is sustainable neighborhoods with identity, high quality of life, and both architectural and ecological standards.
Katharina Bayer is co-founder of einszueins architektur, specializing in participatory housing. In Seestadt, her office realized projects such as “Seestern” and “Leuchtturm”. She is not only chairwoman of the aspern Advisory Board, but also of the Austrian Advisory Board for Building Culture.
Christof Drexel is a mechanical engineer and developer of energy-efficient building technology. He is an author and climate strategy consultant and contributed to the development of the "aspern klimafit" building standard. Since 2025, he has strengthened the aspern Advisory Board.
Daniele Karasz is a social anthropologist focusing on housing, urban development, and migration. He heads the institute “Search and Shape”, conducts research at CNRS in Paris, teaches in Vienna, and has been involved in subsidized housing projects. Since 2025, he has been a member of the aspern Advisory Board.
Carla Lo is a landscape architect and has run her own office for urban open spaces for over 15 years. She developed concepts such as “Seeterrassen” for Seestadt, taught at BOKU, TU Wien, and FH Campus, and is a board member of ÖGLA. Since 2025, she has been part of the aspern Advisory Board.
Ralf Mühlbacher is an architect and partner at Mühlbacher Marschalek, which pursues a sustainable planning approach. He has realized projects in housing, care, industry, and commerce, including the “Manifattura del Gelato” in Seestadt. Since 2025, he has been a member of the aspern Advisory Board.
Ute Schneider is a partner at KCAP and an internationally experienced urban planner. She was responsible for major neighborhood developments such as Europaallee Zurich, became a professor of urban planning at TU Wien in 2020, and has been deputy chairwoman of the aspern Advisory Board since 2021.
A future-proof city emerges through dialogue, cooperative, interdisciplinary planning, and the active involvement of the people who use it. Topics such as climate-friendly construction and participation are not an add-on, but essential for sustainable, vibrant spaces. I am pleased to bring this perspective to planning and quality assurance for Seestadt as chairwoman of the aspern Advisory Board.
